Andy Jiang is the founder and President of AJ Construction that provides full range construction services for industrial, commercial and residential buildings. For over 25 years, Andy Jiang, with his extensive and in-depth knowledge and experience in this field, has been contributing to construction industry in California, achieving effectiveness and efficiency for his clients and business partners. Always a designer and builder, Andy Jiang had designed and built automobiles before he focused on designing and building properties. He has Engineering and Science degree and holds California general contractor license.  

Andy Jiang is a strong supporter for community services. He is committed to enhancing the competitiveness of Chinese American construction professionals. He spearheads programs that build bridges between construction users and providers, creating win-win positions for each and everyone involved. For past 10 years, he has been serving CACP both as director and as president. He is also the Executive President of Chinese American Federation.

Fong Liu - Immediate-Past President

Graduated from USC, school of architecture, Fong Liu is licensed architect in California and Arizona.  As a design director for the hospitality practice area in Gensler, Fong has vast experience in different project types which include hospitality, master planning, retail, mixed-use, and entertainment.

Fong’s design sensibility is influenced by the classical gardens of his native Suzhou in Southern China, which instilled in him a respect for the balance between architecture and its surroundings to enhance the experience. A complete designer skilled from concept through construction, Fong employs his superb creative ability, comprehensive technical knowledge, and extensive practical experience to every project and client.

Karen Yu - Vice President (Associate)

Royal Service Air Conditioning

Karen Yu is the Vice President of Royal Service Air Conditioning Corporation in San Gabriel, a family owned and operated company since 1975.  She oversees the business operations of the Los Angeles corporate office.   Karen manages all aspects of administration, contract negotiations, and construction management.  She graduated receiving a Bachelor of Arts in Sociology from Cal Poly Pomona.  During her career, she has continued her education through the School of Industrial and labor Relations at Cornell University, earning a certificate in Human Resources Studies in 2005.  Karen also completed the Financial Success for Diverse Businesses program with USC Marshall School of Business in 2010.  Along with her duties as a board of director for CACP, Karen also serves as a board member for the William H. Parker Los Angeles Police Foundation.  Her goals have always been positive and strong, and she continues to strive for success within the industry with new approach and ideas.

Leo Yao - Vice President (Contractor)

R.I.C.E.

Leo Yao is the founder of Residential Industrial Construction Enterprise, also known as R.I.C.E., a general construction company.  He earned his Bachelor's Degree of Science in Civil Engineering with a major in Structrual Civil Engineering, and a minor in Construction.  

His experience in the construction field began in college, starting first as manual labor, and then progressing to hands on, field training from a veteran carpenter.  From there, Leo has over ten years of experience with private development companies on projects such as tile-up warehouses, custom houses, and tract houses.  

Leo has served two years, actively providing assistance to the Tibet-China geothermal project, with the United Nations, and another twelve years as a California License General Contractor. Throughout his years, Leo has acquired a multitude of first-hand experience and wisdom in the multifarious field of construction

Lily Teng - Vice President (Engineer)

Ms. Lily Teng has nearly 15 years of civil engineering/construction management experience. She has extensive knowledge and experience in The Los Angeles Department of Building and Safety as well as renowned Los Angeles World Airport projects. In addition, Ms. Teng has a PhD in Civil Engineering from the University of Southern California.

Luoya Tu - Vice President (Architect)

Ms. Luoya Tu came to U.S. to pursue her architecture career, with her architecture dream and intense professional experiences from China. After graduating with a Master Degree of Architecture in 2008 from UCLA, the cutting edge design methodologies continue to play an important role in her practice. Her work is enriched with multiple artistic and social dimensions of architecture and creative form making skills. Prior to founding Archimorphic, she served as Partner and Design Director at amphibianArc in Los Angeles, and Project Manager at CCDI Beijing. Working in both China and the U.S., Luoya has years of professional experience in the design and management of award-wining complex commercial, residential, mixed-use and public projects.

David Tsau - Secretary

City of Los Angeles- Department of Building and Safety

David has been with the City of Los Angeles for the past twelve years, most recently as a Senior Building Inspector. Prior to joining the City, David was owner of a construction and development company. David’s lengthy experience in real estate development includes planning, design, construction, management and inspection.

David received a Master of Science degree in Civil Engineering from Tulane University in Louisiana and always in pursuit of expanding his knowledge. David takes what he has learned to also benefit the community including 18 years of active involvement with CACP, Christmas in April/Rebuilding Together-West San Gabriel Valley Chapter and other professional and community service organizations.

Mark Lai - Treasurer

MTC Engineering, Inc.

Mr. Mark Lai has been in the businesses of geotechnical and environmental engineering for 27 years. He co-found the MTC Engineering, Inc. (MTC), a geotechnical and environment firm and served as president since 1989.

He had been in charge of business operations, field explorations, various inspections of geotechnical and environmental projects. It is worthy to mention that MTC had been awarded as Builder (Engineering category) of the Year in 2007 by Chinese American Construction Professionals (CACP) in the year of 2007 as the perfection of engineering services in the communities. He was also involving in local charity projects, such as Rebuilding Together (previous Christmas In April), building Twin Dragons Monument in Los Angeles China, Shi Lai Temple, Rose Hills second phase Expansion, Alhambra YMCA expansion, Irwindale Church of Our Lady of Guadalupe Expansion, and etc..  Mr. Lai’s goals of his career are using his professional knowledge to serve and help the communities while taking care of his family.

Hank Chang - Director (Engineer)

Mr. Chang is a professional engineer registered with licenses from multiple states, including California, Nevada, Texas, Oregon, and Idaho. He has received a bachelor’s degree in Mechanical Engineering from the National Taiwan University and also a Master’s degree in Building System Design from Washington University in St. Louis, Missouri. Mr. Chang founded HYC Consulting Engineers, Inc. in 1994. His company provides complete design service of mechanical, electrical, plumbing, and energy demands. Mr. Chang is also a licensed contractor for the state of California.

Henry Woo - Director (Architect)

Henry Woo Architects, Inc.

Henry Woo is the founder and President of Henry Woo Architects, Inc. Henry graduated with both a Bachelors and Masters of Architecture degree from Cal Poly Pomona and has worked at many prestigious architectural firms prior to starting his own practice in the mid-eighties.  His firm provides comprehensive architectural services, ranging from needs assessment, programming, planning and design, to construction management support for a variety of projects. His experience and design management abilities in construction, through his hands on experience with many notable municipal, educational, institutional projects, allowing him to effectively resolve issues with solutions that are practical, cost effective, and highly aesthetic for his clients.

In addition, Mr. Woo has been involved with environmentally responsive (sustainable) design since the late 70s, after the first energy crisis in the United States. He has designed a solar energy related buildings and has been consistently training in energy conservation design. Henry is a LEED Accredited Professional for sustainable design.

Mr. Woo is a strong advocate for service in both the professional industry and the communities he work in. He is an active member in organizations such as the Coalition for Adequate School Housing (CASH), American Institute of Architects (AIA), American Public Works Association (APWA), Chinese American Construction Professionals, and Construction Specification Institute (CSI).  For his own community, he serves on the board of the Rowland Heights Community Coordinating Council (RHCCC) and support numerous local community events.

David Fryar - Director

David Fryar has served in Law Enforcement for 35 years in the Greater Los Angeles Area. He is the Vice President of the William H. Parker Los Angeles Police Foundation. He is a member of the Building Owners and Managers Association of Greater Los Angeles. David has a B.S. in Business Administration, and 25 years of experience in sales and marketing. Currently, he’s a Property Services, Commercial & Industrial consultant for Roofing, Painting & Flooring construction projects.

David Sito - Director

Archi Plus

David Sito studied Graphic Design at The School of Design in Wellington, New Zealand. He worked as a graphic designer for HK-TVB in Hong Kong for two years. In 1978, he graduated from Environmental Design and Architecture in Toronto, Canada. David started his design/construction career in Southern California since 1980. He has successfully completed many design and construction projects throughout this region. His company specializes in construction field management for various companies.

David is also very active in cultural and local community events. He has served CACP as director/secretary/treasurer since 2004. In 2005, he started a new dragon boat team for CACP at the annual Long Beach Dragon Boat Tournament. CACP team is a First Place winner in 2010 in Mixed Division race.

Dorothy Bi - Director

Dorothy Bi has been an electrical engineer in one of top 500 enterprises in China and joined steel plate mills, power stations… construction. With a Bachelor degree in electrical engineering from North East University in China and Master Degree in computer science from Cal State University, San Bernardino in 2002, she started her career in NFU as an electrical engineer and project manager from 2003. She has managed projects including Sheriff’s station, Fire stations, City Halls, Libraries, Museum, schools, office buildings, apartments, custom house etc.  

As a C-10 Licensed contractor, the founder and president of Crown Electrical Corp.  She leads her company to provide high quality construction products with good reputation, excellent service, and broad charity to reward our society.

Lawrence Ho - Director

Englekirk Structural Engineers

Lawrence Ho, PE, SE, is a Principal with Englekirk Structural Engineers in downtown Los Angeles with offices in Orange County, San Diego, Honolulu, Guam and China. Lawrence has been in responsible charge on numerous projects in both the private and public sectors over the past 35+ years as a structural engineer. His projects range in breadth from high-rise buildings and large regional retail mixed-use complexes to seismic rehabilitation projects.

Mr. Ho is instrumental in the advancement of concrete technology in cast-in-place and precast concrete to fulfill the structural demands and architectural vision of the design team.

Mr. Ho authoring and co-authoring technical papers published in professional journals and conference proceedings throughout the world, he has also been recognized with numerous building awards and industry accolades.

Mr. Ho received his Bachelor of Science in Civil Engineering from the University of Houston, Texas. He is a licensed Civil and Structural Engineer in California, as well as 9 other states.

Lucia Tam - Director

A licensed Realtor® for over 30 years, Lucia is currently active and has extensive real estate, management and construction experience.  As an event consultant for over 25 years, she has  produced many major expositions, meeting events, festivals and parades.  She is a mother of four and is devoted to her children. She also contributes immensely towards the advancement of the Chinese community, working along with local, state and federal elected officials, as well as in public and private sectors. Lucia is currently on her third term as Chair of the Los Angeles County METRO Transportation Business Advisory Council (TBAC), third term as President of the Chinese American Real Estate Professionals Association (CAREPA), Past President and current Vice-President of Chinese American Construction Professionals (CACP), and Board Secretary of the Chinese Catholic Association of Los Angeles (CCALA).  She advocates for diversity and equal opportunity for all.

Lynn Chen - Director

Lynn Chen is the founder/President of EARL Security, Inc., a CA licensed contractor (C7, C10, ACO) that provides building safety security solutions, UL Certified Fire Alarms, Burglar Alarms, and CCTV Camera Surveillance.  The company is certified as WBE, MBE, DBE, SBE. 

Lynn is a strong supporter of continued education. She has attended the Turner Construction Management class, the Clark Construction Strategic Partnership Program, LAUSD, LACCD Boot Camp, UCLA Anderson School MED, etc.

Lynn volunteers for the Boy Scouts of America, Center for the Pacific Asian Family, SCMSDC, WBEC–West, Small Business Council at Caltrans, SCG-SCORE, LAUSD, LACCD, etc.  Lynn is currently the President of Crescenta Canada Rotary Club and serves as a board member for the CACP. Lynn encourages and welcomes construction professionals to join the CACP. Together we can build a stronger, safer community.

Pauline Ghim - Director

Graduated from Pepperdine University with a MBA degree in dual major of Global Business and Finance, Pauline has over twenty years of global business experiences specializing in international settlement, negotiation, product development, marketing, brand management and also real estate investment. As a full time Realtor and investment consultant, Pauline is highly proficient at negotiating contracts, evaluating projects, developing partnerships, and also working with high net worth investors and developers. 2011 she served as Chairman of AAR (Arcadia Association of Realtors) Global Business Alliance Committee. Pauline joined CACP (Chinese American Construction Professionals) as their Board of Director in 2014 and voted as Secretary for 2015. She also recently joined the William H Parker Los Angeles Police Foundation as their Board of Director.

Ray Jan - Director

Rosemead Chamber of Commerce

Ray Jan was born and raised in Taiwan, found her true calling in serving the community after moving to sunny Southern California from Virginia in 2008. She made the full transition from for-profit sales and marketing field to the non-profit sector in 2013 with Pacific Asian Consortium for Employment as a marketing specialist focus on Asian American small business outreach. In 2015, Ray was recruited by Rosemead Chamber of Commerce for the Executive Director position. In this role, she gets to work closely with local businesses and different business organizations to create a long-lasting partnership for promoting local small businesses and support worthy causes. Ray believes for-profits sector and non-profit organizations can co-exist in serving One Community, with the support from the members and community, Rosemead Chamber had launched a few new programs in 2017, which included a project that catered to women business owners and professionals. Ray serves as the vice president for Global Federation Chinese Business Women- Southern California Chapter, Secretary in the STC Foundation and is an advisory committee member of the University of the West.

Connie Chee - Director

Malaysian born entrepreneur, Connie Chee is President and CEO of Superior Fire Protection and Blossom Footwear Inc. Connie graduated with a Bachelor of Science degree in Accounting from Oklahoma State University. She also had the honor to be selected from hundreds of candidates to be a part of Goldman Sachs 10,000 Small Business pilot in Long Beach, CA graduating with Cohort12 class of 2015. Superior Fire Protection was founded in 1992 and has achieved a strong reputation as a leader in fire sprinkler services serving multiple areas of Los Angeles, San Gabriel Valley, and Orange County. Founded as a family business, the company is still owned and operated by the Chee/Tan family who uphold and exemplify their founder Peter Tan’s legacy built around core values of honesty, efficiency, reliability, and quality work. Her goals for the organization are to create stronger relationships within the CACP community and expand the  resence of its members in the greater Southern California area.
